         Speaker:          David S. Schultz, P.E., President, Specialized Engineering; 

                                  Barry J. Catterton, Senior Materials Specialist, Specialized Engineering

 About the Speaker:

 Mr. Schultz has over 30 years of diversified experience in geotechnical engineering, field quality assurance/quality control and laboratory testing and analysis.  Mr. Schultz has worked on thousands of construction and renovation projects primarily in the State of Maryland, Commonwealth of Virginia, District of Columbia, and Commonwealth of Pennsylvania.  He has provided his expertise on project classifications such as highway and bridge construction/renovations, utility development, water treatment facilities, storm water management facilities (embankments, infiltration, and core trenches) roadways and parking lots, high-rise construction, commercial development, residential development, government facilities, school/university projects, houses of worship, tilt-up construction, health care facilities, and parking garages.  Mr. Schultz has extensive experience working with Third Party Inspection Programs, Complex Structures Programs, and Special Inspections Programs.   He earned a B.S in Geology from Marietta College, and is a registered Professional Engineer in the State of MD.

Mr. Catterton has over 30 years of diversified experience in construction materials quality assurance and leadership in the public and private sector.  Mr. Catterton retired from the MD State Highway Administration (SHA), serving the last six years as the Asphalt Division Chief for SHA.  As the Asphalt Division Chief, Mr. Catterton lead the laboratory and field quality assurance teams, and worked closely with the asphalt industry to develop specifications and procedures to assure the quality of all asphalt pavement surfaces constructed throughout the State. Throughout his career at SHA, Mr. Catterton also served as a quality assurance technician and team leader in the Construction Materials and Concrete Divisions at the Office of Materials Technology (OMT).  He also worked closely with the Director of OMT to manage the office reorganization, and construction of a new laboratory at SHA’s Hanover Complex.  At Specialized Engineering, Mr. Catterton has developed the quality assurance manual for a large, complex design/build project, provided specification reviews and recommendations for local governments, and has managed public and private sector contracts.  He earned a B.S. in Management, and is a graduate of SHA’s Advanced Leadership Program.


 The presentation will cover materials testing and inspection of earthwork, foundations, reinforcing steel, concrete, masonry, hot mix asphalt and structural steel.  Presentation will also include geotechnical/geophysical investigations, including site reconnaissance, subsurface exploration, geology and geophysical investigations, including Specialized Engineering’s qualifications and experience in all of the technical areas.  The presentation will help Engineers assure the quality of materials used on their projects.
